Using Campy Veloce Shift levers as brake levers only

Was wondering if I could use 2012 Campy Veloce (or maybe Athena) shift levers only for the braking aspect and not attach a shift cable? I have a old steel Bianchi that I want to upgrade the braking on, but am putting off converting the shiftino from down tube for the time being. Is there some positive tension in the shift mechanism inherently or will the finger and thumb shifters just rattle around?

No problem. The lever has a return spring.

No problem doing that. I've seen people take the shifting "guts" out too, but it is not necessary.

Thank you, guys. I won't be pulling the guts out as I plan to convert it all over to new Veloce. Nice to know that I can do it in stages though as the pocket book sees fit.
