It depends on frame size and material, some combinations of which it can allow for smaller, tighter triangles, and thusly, a stiffer, better handling bike. It also makes for less material in the frame, both absolutely (shorter tubes) and by design (tubes can be lighter construction because the rigidity is part of geometry), making a lighter, more responsive bike.

You get more standover clearance. Everything else is a moot point - there are stiff, light, comfortable frames with all kinds of top tube angles and shapes, from dead level to very angled, both straight and curved.

They didn't do sloping much BITD cuz it would likely mean having a few different seat lugs to cover a size range. TIG'd frames meant lugs don't matter any more. MTBs were mostly sloping by 1991. Dunno when roadies got to be mostly sloping. 1999ish?
Edit: I guess you'd need a variety of top head lugs for sloping lugged frames, also.

For a given wheelbase, crank position,handlebar position, a slanted top tube can do a few things:
1. Shorter seat stays
2. Sorter top tube
3. Longer head tube
What effect these have for a given saddle position is for further discussion.
