I went and found the fluffy type Velcro because of the shape of the top bar and the can doesn't allow for much contact. Hooks on the can and fluff on the top bar. It actually blends in pretty well since my bike is black.
When I stick the can to the top bar I rock it back and forth so the little hooks can grab as much of the loop as it can. It stays secure and I ride on some rough (chipsil) roads. It will occasionally become a little loose on a particularly rough patch of road but that is easily remedied with a quick rock of the can and it's back tight again. The adhesive on the Velcro is very strong so you don't have to worry about them peeling off. You can get the adhesive type Velcro at Walmart, Home Depot, Amazon, etc.
I won't leave home with out it.

@aubiecat : Thanks, I'm going to give it a try. I ride a lot of bumpy dirt roads so that was a concern of mine. My bike color is black as well

Mine has only fallen off once because I forgot to remove it with the bike on the carrier at 75 mph on the freeway. Never had a problem on my mountain bike or road bike with it coming loose.

My luck ran out last night! I was on a ride fairly close to home, and got bit by a dog that I have had bark and chase me before, but never tried to bite! I was not really hurt badly, he did hit me hard enough to bruise my ankle, draw a little blood, and he hit my chain, and knocked it off the front ring. I usually carry pepper spray when venturing into unknown areas, but did not have it last night, and I probably would not have used it on this dog in time anyway, since I had dealt with him before, and did not consider him a real threat. I talked to its owner, and was assured he has had his shots etc. so I'm ok, but in the future I'll "shoot first" and ask questions later, pepper spray that is. I love dogs, I have three, but I'm going to really try not to get bit again. I live right on the TN/GA line and ride the rural areas near my home, dogs running loose are part of every ride. I can legally carry a ******, but somehow shooting it from a moving bike seems like a really bad idea, I'm going with spray, what say you?

3. Unlike doing something like shooting the dog with a guy or hitting it with a stick, you do not cause the dog any permanent injury

I think pepper spraying a dog who chases you is the 100% perfect solution:
1. You protect yourself
2. You train the dog to associate chasing bikers with pain (which is good, they shouldn't be chasing bikers), protecting yourself in the future as well as other bikers
3. Unlike doing something like shooting the dog with a guy or hitting it with a stick, you do not cause the dog any permanent injury
