Do Brifters allow you to have a shorter stem?

The bigger levers of the brifters look like they would give you more reach? 5 to 10mm?

Depends on yer levers. When I moved from ' 80s Shimano levers (BL 1051) to brifters I went with 20mm less stem while on the same bars but the difference is probably more like 15mm.

My Tektro 340 levers are just like brifters hoods, so straight swap there.

You could also go to bars with less reach, of course.

Brifters vs what? If you are comparing them to thumb shifters on straight bars then the answer is yes, sort of. Generally bikes designed for straight bars have longer top tubes than bikes designed for drop bars. So the stems are about the same length.
