Most annoying leg pain

Okay, this is starting to get on my nerves and I don't know if it's a fit issue or just training. My Medialis portion of the Quads, both legs, fatigue the instant any strain is put on them. Feels like a charlie horse almost. Like someone punched me in the front of the leg. It's both legs. Second I hit a hill or an incline they start burning. I can squat a house, and deadlift a car, but I can't ride a bike? I realize there are vast differences between weight lifting and cycling, but it's still quite discouraging. Wondering if any of you guys have experienced this or have any advice to offer.

By golly I think solved it! I went for a short ride today but this time I tilted the nose of the seat just slightly down, and moved the seat forward about a centimeter. Massive difference. My speed went up almost 12 kilometers an hour and my legs feel great. They still tire but not even close to what it was. Feels normal. Now they just get fatigued after a much longer period of time, where as before it felt almost like the blood supply was being cut off. Instant fatigue and pain. World of difference now. Enjoyable to ride. Wonder if I was actually pinching off the blood supply or impeding it?

I read somewhere that is has to do with the arteries but not proven, I get those once in a while on both legs during climbs but mostly in decents, I don't know if it's my position or suspension or hydration??? I've hydrated with both water only and electrolytes but it's happen randomly, used to happen during my peak fitness, really frustration and embarrassing when it happens on a group ride
