As someone who frequently rides the ARBT (the trail featured in this story) it's not terribly surprising. On a midday weekend, especially between Watt Ave. and the Fish Hatchery it's very busy and the level of bike handling skills vary wildly. I jokingly refer to them as the ARBT Peloton, guys in full kits doing their rotating pacelines at 20+ MPH.
Last summer the big news on the ARBT was speed enforcement (15 MPH) and several people apparently had received "speeding tickets" and there's been stories of the local wildlife attacking cyclists (wildlife = transients).
As someone who rides the trail in the 14-18 MPH range, almost daily, there's no reason to ever engage another cyclist either verbally or physically but there's definitely a couple of choke points on the trail that create the perfect scenario for a problem. Without fail I'll see someone laying on the ground with their wheel taco'd on a Saturday afternoon.

...as crazy as it sounds, I see pacelines out there on that obvious MUP in full kit all the damn time.
I've seen the Davis Cycling Club out there, for god's sake. They had to drive all the way in from Davis to have their ride there.

If you're deaf or riding with earphones in to where you can't hear my very loud hamburger bell... then yes.
I live off Garden over by Discovery Park, very familiar with that area.
The DBC guys you see aren't driving from Davis, they're riding in. You see Folsom Cycle guys all the time in Discovery Park, that's a whole lot further than Davis.
