not sure why you think because a cut out is good for you that it is for everyone. I mean they have hundreds of saddles of both types for a reason.
I like my Regal and is a bit wider at 150ish but it has decorative rivets so that is out for the OP

I started with a Selle italia Trans Am and then a Terry Fly Ti with cut outs and could feel the inside edges of the cutout bothering me. I've since moved to San Marco Regal and Regal Ti with no cutout and have not had that feeling. Tested a Fizik Aliante VS with the groove and it was "ok" but nothing spectacular that would be much different than what I have now.

To reiterate, the point is not the cutout per se, but the shape of the saddle overall; I'd think that different cutout shapes and sizes would be obvious to even the casual observer, but if you missed that fact, do a quick survey of the cutout saddles on the market, and you'll see that talking about cutouts in a general sense is just not meaningful.
Lastly, you did not address the question about padded shorts (nor did the guy I asked originally, either); I honestly don't believe anyone who wears shorts would even be able to feel some of the cutouts out there.
