I'm guessing somebody tightened the wrong side of the original seatbolt and stripped out the "keyed" nut. Pretty common mistake; oddball remedy. :)

You install the front derailleur in the correct position, you install the cable correctly, and beyond that there is no real cable adjustment. You simply set the derailleur travel with the limit...

I have already reassembled the hubs with the dust caps back where they came from. I believe they pressed two different cups into the hub; realizing the error they used different dust caps.
