tape on caliper arm

i just got a new bike recently and it has a strip of tape on the brake caliper arm
i also noticed another caliper i bought in the past was tape

does anyone know if theres any reasoning/purpose...

I started to install tube/tire and the rim tape started sliding around - obviously no good.
