The number of speeds isn't what determines how fast the bike goes when you pedal. What you want is bigger chainrings and/or smaller cogs.

Haha. We were just up in Baltimore for Virgin Mobile Fest, brought our bikes and rode around Pikesville/Baltimore on Saturday. My tail light kept flying off. Definitely some rough roads around there.
