Removing Cranks on a Panasonic

I am trying to remove these cranks from an old junker, and im stuck.
Its a panasonic, and the crank arms have 2 bolts going through them that appear to be attached to the bottom bracket.

It seems everytime i walk out of my lbs i am walking out with a bontrager item.
Granted, last time i was given a $50 seat for $12 dollars.
