24.0 clamp on 23.8 bar?

I plan on purchasing the Soma Urban Pursuit hand bars and saw that the bar diameter is 23.8 mm and I'm having trouble finding cross top levers for 23.8. Will a 24.0mm cross lever fit?
Thanks!

JIS Quill stem in 1inch ISO threaded headset

Hello all,

I was wondering if a 7/8 inch JIS quill stem would fit in a 1 inch threaded ISO headset. I'm not sure what the size of my fork is, but I can find out if it is necessary.

Thanks!

I'll just purchase a 27 inch wheel for the front then. Seems like the most cost efficient way to go.

Thanks for the help!

On second thought, widening the rear triangle makes much more sense than replacing the hub. Widening it from 120 to 130 shouldn't be too damaging on the frame right?

Switching from 27 inch to 700c
