It's going to need a little work. The seat is trash, the seat post is not stuck though. The stem is stuck, the chain which was very rusty looking, cleaned up with WD-40 and then relubbed....

I can't answer why, but I felt the exact same thing. I had an old 1974 Varsity that I definitely sat "on" and an old 1973 Schwinn Super Sport that I sat "in". Both same size, not same geometry...
