+1 for the Virginia, Shenandoah, Blue Ridge Parkway area. Another small and picturesque town to consider as a base would be Monterey VA.

Continuing west, follow Essex in Hackensack, then Main to Outwater. Then Lakeview to Market and on into Paterson, that avoids the highways.

Strava shows about a half-dozen nice-sized climbs between Frederick and Waynesboro PA. Hagerstown not so much. You could probably cobble those together into your third of Mount Everest.
