Yeah there were thick clear stickers half peeled off where those marks are. So slide a bit of pipe through the downtube and it will pop the other cup off?

Taken apart the remainder of the bike now, just...

Taken apart the remainder of the bike now, just have to wait for my chain tool to arrive so I can nick that old one off. Removed the forks as well. Cleaned the handlebars up much more with some WD40...
