The wheels looks like a weinnman dp18 to me, good deal if you ask me. Bring the money and go see it in person if its in good condition buy it. I would invest in a new saddle and stem though.

Pull the rear wheel back and make sure it's touching the non drive side chain stay(with a fair amount of chain slack) tighten the non drive side just enough so your wheel doesn't move back and forth....

I wouldn't buy a used 'Vintage' bike, or any used bike unless I see the bike I'm buying in person.
It could have stripped threads, seized bolts/parts etc.

Ask for a lower price if not take the advice above^^^ not a fan of nylon straps they feel flimsy and cheap to me. Look for dents, scratches, rusts and bent fork/dropouts.

Cool! Glad your drivetrain is less noisy, mine was hella noisy at first but after like 100 miles or so it's close to silent! It's still nosy when I resist the pedal to slowdown though.
