Bike Lane in Burke is excellent, did a great job on fitting me for my race bike, and Big Wheel in Old Town Alexandria is great as well. I prefer the cycling staff at REI in Fairfax.

I don't think Loudoun is that bad and the cycling is great. I prefer to ride out there than in Fairfax, where I am. Rides are more scenic and you fight with less traffic.
