Some helmets come with a little fleece tube to prevent skin irritation. Shouldn't be too hard to find or make one. Then you can have the strap properly snug without it chafing.

My trunk bag is insulated so I keep lunch, tools etc. in it. It's safe and secure and has a removable shoulder strap for off the bike. Also, I don't like stuff on my handle bars.
