The idea is it takes two different types of tools to break both locks instead one. A thief might have one tool or the other but chances are he won't have both with him.

If he runs a brake there's nothing to worry about. If the cog slips it'll just spin off and he'll still be able to brake/stop safely. If he didn't run a brake then he'd have some problems.

There's a little extra weight on the non-drive side of the hubs. If you look at NJS hubs there's a little bulge where they add the extra material. A little bit front and back pretty much evens it...
