i'm 5'4" and rode 50cm. well it was the smallest size they've got. geometry worked great for me but there wasn't much of clearance btwn TT and MY BB.

Remember Kilo TT is quite tight track geometry...

I read somewhere that Travis at Freewheel Hayes can handle outsourcing powder coating. It was like $200 total for a framset, but I think that includes disassembly & assembly. Not 100% sure though...

I exclusively use chopped/flopped bars on my fixies. Very comfortable, easy to apply stress when you skid, suitable hand positions for city ride. And yes, they are cheap.
