You may be right. There's no law against stopping quickly. And intent can be hard to prove. The Dr’s prior history against cyclist is a factor however.

I rode over it last weekend. The key is to hit it hard and fast, and get it over with - like they do on the cobbles at Paris-Roubaix. The slower you go, the more bumpy it feels.
