Ah, for "clunk" a tuneup level of things could definitely fix it. You're certainly not guaranteed to get a non-clunky feeling bike if you get a cheap used road bike.

I assume it has slick tires...

I've heard other people say this and I've personally found it to be true, but switching from knobby wide tires to slick wide tires gains you about 2mph, switching from slick wide tires to a road bike...
