actually that hanger looks EXACTLY like I thought: the DO is Simplex (look closely at the upper right curved area) and it's a standard Campy piece made just for this purpose, or to repair a Campy...

Gitane: those stay ends, the dropouts (Simplex with "finger" ) and the forkcrown all point that way.
Might be a European model since those rack eyelet braze-ons are not standard issue USA.
