Is there any particular reason why you didn't use levers that would allow cable routing under the tape?

It also looks like there is a rear caliper and lever but no cable. wut?

Yeah Rush Hour's have longer top tubes. Because I am running B123, the drop/reach is excessive. I'm eventually getting compact road drops. I actually have a >1 ape index.

Those assumptions are kind of a stretch, but for all we know, he may already have proper leg extension and raising it may make it worse. Best way to tell would be pics/vids of him on it.

Assuming you have "normal" proportions (arm/torso/leg), proper leg extension on the downstroke, and a decent riding position (upright vs. horizontal back in the drops), that frame is too big for you....
