They recommend to start with the middle level and then adjust from there based on comfort. I had the same saddle and found it worked best 1-2* tip up from a level middle section.

I think it's ok with the blue tires because they match the frame color. If they match his team kit then that's awesome. If he doesn't race then I would swap for some more subtle black tires.
