Not really, it's a routine procedure for a good shop. Especially when all the parts are new.

Seems like this is going to be resolved in a positive way, although I bet neither side is too happy...

If this is true, then the dealer would be the party ultimately responsible. I would assume it falls to the shop staff to inspect the new bikes they receive for factory damage before putting them on...
