I spoke with the R&D people at one of the carbon vendors we work with. The goal is 23 wide by 38 deep and 400g. I have the 2D drawing on my table already. Unless I come across a major stumbling block...

There are some disc specific rims but they really aren't needed unless you are looking to shave some weight by removing the brake track.
