First, the 400L puts out 240 lumen, twice the 120 lumen of the 140L (yeah, Dinotte's product naming leaves to be desired here). 240 lumen in a taillight is bright.

I've heard those stories too (mainly on BF). Until somebody provides some references (stats, studies, or otherwise) I have to file this under Urban Legends.
