IRO Mark V Tubing Style

Got a quick question. Are these bikes both IRO Mark V's? If yes, why do they have different style of tubetops and downtubes? Thanks!

I just got an email from BD, and they say that it does come with 700c wheels. Also, apparently they are getting a 47cm into their office so that they can get measurements of it. Cool stuff!
