I use skateboard grip tape on my aerobars extensions and base bar. Initially went with no tape, but gloveless and sweaty hands on a slick surface isn't a good combination...

I've raced at 3 indoor velodromes (all in Australia - 7th currently being built in Queensland) and none have toilets in the infield.

Doesn't need to be as the Omnium was in production prior to the rule being introduced in 2011. Just needs to meet the standard frame design requirements which it does.

Second what brawlo said. I competed in the Sydney World Masters Track Champs in 2009 after just one year racing on the track. Was a great experience!

Since you keep saying you want to focus on sprinting. Get the Road machine + fly wheel. Skate board grip tape or get a machine shop to knurl the wheel interface for standing starts.
