I'm finding that upper leg fit is a far less annoying issue for me than blowing out the crotch of pretty much all my jeans all the time. The lady calls me "thunder thighs". Ugh.

If this is a track racing wheelset, I would go tubular. You're likely going to want to at some point anyway. If you're on a limited budget you may well be stick with what have for a while so do it...

Conti supersonics have been my favorites so far. Same situation for me with concrete track on Ellipses. If that's your main track go with 23's. Anything skinnier will be a harsh ride.
