Adapting vintage Cannondale Handlebar bag to modern stem?

I picked up a NOS Cannondale Handlebar Bag from eBay the other day and to my dismay realized that the wire mount for it doesn't fit with 31.8mm bars and stems.

Curious what others have done or...
