How do you troubleshoot fender rub effectively?

I have a Salsa Vaya with VO hammered fenders on it and stock tires, and there is a little bit of rub on the rear tire all the time the tire spins. Even my bike shop's service tech didn't quite fix...

Hm, no. But the LBS ordered and installed them. I wish they had told me they had it when I complained about the noises from the front fender, but they just told me to live with it as is, basically.

It wasn't that the fenders are too small, I am familiar with how that is. In this case the front fender had too much freedom to move around starting at the fork crown. Looking at the VO instructions...

Thanks! It was a blast on the way to and from work. It could have been a fluke, but I got to work about 8 minutes faster than normal and home about 14 minutes faster. *shrug* Hopefully it's a trend...
