What components were on your bike when you found it? The color scheme suggests 1992, but I have a frame that color and it has Suntour componets.

I had the same problem. I fixed it by placing a dime under the leading edge of each pad. I used a Velcro tie to hold the front brake lever. I then slightly loosened the break pad and re-tightened....

You might want to look at a Bianchi Axis too at your price point. I just built one up and love the light weight aluminum frame and carbon fork.
