Small/small (36/11) gear and FD

I have installed new crankset but having problem to adjust RD

When the gears are in 36/11 comnbination (small/small) the bottom of the chain is rubbing the FD

It I insert half of it, I am afrait it might create a clog where two plastic sleeves meet.
