In California, if there no alternative route riding the shoulder of a freeway is permissable. The bicyclist must get off the freeway on every exit.

I think there are several sections of I-15...

FYI, the Garmin 705 is no longer being made, as per http://garmin.com . So, it looks like, its the Garmin 500, or the Garmin 800 for cyclists.

I haven't tried the Topeak, but, I have the Axiom Cortez, it's a good bag, but without the side panniers extended on it, it tends to lean to one side.
