I don't know. I suspect it was done as a passive aggressive/sarcastic comment on the local drivers who complained about 'not seeing' the rider who was merely lit up with a couple of bright lights...

The tires would probably be fine to at least 100 mph. You don't need z-rated tires (170+)...
