You may want to check out the Bruce Gordon Tawainese BLT. I think it runs 1400 as a complete build with Bruce Gordon racks. It uses 26 inches wheels in the smaller sizes.

I have the riv. The track dropouts are angled so you're brake pads stay in alignment when the wheel is anywere in the dropouts. Standard track dropouts are horizontal.
