I've never seen one of the Paul's on a fixed gear. The "blingbling fixie crowd" is not into brakes. I've seen them almost exclusively on randonneurs and passhunters.

Super short chainstays were a bit a fetish in the late 80's, mostly on high-end Italians. I don't think I'd say it's normal, but it's not unusual.

If you got it on Ebay at least one other person was willing to pay within 5 to 10 bucks or so of what you did. Seems unlikely a well presented auction couldn't get you at least what you paid for it....
