I use Boeshield T-9 to treat areas you speak of. Prevents corrosion on various parts of the bike and it's an excellent long lasting chain lube.

Bare aluminium frames look cool until the clear coat wears off and corrosion sets in. Looks like that bike has been neglecting and/or stored outdoors - I cringe at all that rust and corrosion.
