Try using plumber's tape , wrap the tape around the treads of the cup(s) and put back into the bottom bracket . The tape will hold the cup(s) and stop the creaking sound .

I agree with Retro Grouch ,when it comes to a free spinning wheel is bearing preload . The cones in the hub(s) maybe to tight and need to be loosen . Try 1/8 of a turn in backing off .

try soaking the tires in very hot water before mounting on to the rim . soaking the tire will soften the rubber and made it easier to mount .

Check the hub for a bearings being out of place or there too many bearing in one side . There should be 9 1/4 " bearings in each side . Make sure the locknuts are tighten against each cones .

Check the hub's flange for any stress or cracks around the spoke holes . if there are cracks they will open up and cost the rim to go out of trueness . The only thing to do is replace the hub .

When you have the wheel in your hands and you spin the wheel does it still make noise ? if so then the hub need to be adjusted . Take it to your LBS and have them do the adjustment .

are you sure they don't fit ? a lot of new tires can be a tight fit and can be a bear to put on . try soaking then (tires ) in hot water to soften the rubber and be easier to put on . if it a close...

You can go both ways , with or without the cage . For myself I would go without . Just replace with losses bearings and grease . The hub will spin better without the cage .
