If it had been strictly a decal, I'd be tempted to remove the one on the seat tube. The TdF roundel had already been surgically removed by a previous owner, and it looks a little odd without it.

Even though I do most of my own wrenching, generally yes. Less so when it comes to the vintage stuff, simply because comparatively few mechanics have all that much experience with it.
