My girlfriend has an ancient 1995 Rockhopper which, according to Bikepdeia, has "Shimano Alivio brakes, Shimano Tourney levers."

I simply want to move the brake levers an inch or so up...

I'm about 6' and weigh ~210. Pretty much a clyde. The Tallboy is super nice, but also about $600 (the D xc 29 kit) more than the Spark comp. I'd rather not spend much above $2100.

Ah yes, that's a great ride! Done it many times...the tri-state: 142 from Bratt, down into Gill, over to Northfield and up 10 to 119 in Hinsdale. Now I just wish they'd fix Rt. 5!
