That RST shim is made for fitting a 1" steering tube into the crown of a RST fork, it's not made for fitting a 1 1/8" stem onto a 1" steering tube.

Pads for those brakes are very easy to find.
Shimano B01S resin pads and Shimano E01S metal pads will fit your brake.
* Some Shimano rotors are made for 'resin pads only'.
Assuming that your mechanical disc brakes are the long pull 'mountain' versions and are not the short pull 'road' versions.

Take the rotor off, there should be a couple of flat parts where you can put a spanner onto it.

Does the fork need to be in a certain weight range?
10 speed chains work on 9 speed rear derailleurs.
The Deore 592 rear derailleur that the OP wants to use is a 'shadow style' rear derailleur.
I don't think any of the current model derailleurs from Deore and upwards have cable adjusters.
