I'm sure you can - but when the harness runs ~$70, I wouldn't want to be the first to try.
If you plan on riding a lot you will get sick of SORA very fast. My dad owns a bike with sora and even though he rarely rides the shifters have worn much faster than 105-->DA. and its a PITA to tune...
Me and some teammates got snowed on @ ~1800ft this last weekend in the SF bay area!! It was sunny in the valley below too... needless to say we were not dressed for the weather. The descent SUCKED....
He won't get the # until he's at the race and waits in line. There will also be a long line for the bathrooms. Check the ncnca.com forums, there is a carpool forum - maybe you can get lucky.
Its hard to find something to do on the day of a crit now though...

I suggest a clear jacket w/ a zipper - they all tend to be more than $20 though. The velcro ones are a PITA to put on while you're riding, esp. while racing.
