    I think trying to convert that bike to a 700C wheel would not be worth it. put a rigid fork, some "narrow" tires, and set up the handlebar for multiple grip positions and it will be perfect.

    you need to hold both ends of the inline adjuster while your twist it. it's probably just stuck. put some inward pressure on the housing while you twist the ends and it should work fine.
