yes you can convert he one with diagonal dropouts. in fact, what you're calling diagonal dropouts is probably "horizontal dropouts" these are often kind of diagonal anyway.

imo you can never really go too low. i run 19x49 and couldn't be happier. i'd rather spin than mash, feels better. i also ride my bike for cardio sometimes and spinning's better cardio.

i would take off the u-lock mounting bracket and stick it in your back pocket or your belt. also... i would put the front brake lever on the left. but thats just me.
