Update! It's been a few years since I made this thread. I inherited my dad's pickup after he passed almost two years ago, yet I use my bicycles as much as possible because the truck is very expensive...
I haven't been riding much at all lately, but I finished a sweet Raleigh that will hopefully get me back on the road.

New Orleans is a completely different city upon nightfall, and not in the good party way. As long as you stick to the tourist areas you're fine, but venture a little too far out and trouble is easy...
You could always use a little bit of sheetmetal or buy a bike specific shim to make 25.4 fit in a 26.0 stem. It's done rather often and is quite easy.

Fenders meant for 700x35 tires fit fine on 27x1 1/8 [28mm] with ample room to spare.
The frame size looks halfway decent compared to the vast majority of wal-mart bikes being way too small.

Here is the kiddie trailer V2. I changed out the flatbed for a more useful container and also added skyways. Since the container is suspended by bolts, it probably wouldn't support too much weight...
I know of one off of Tchoupitoulas street close to the greater new orleans bridge. Basically that whole section of Tchoipitoulas is full of graffiti.
If you put a spacer between the board and the rack, you can still probably mount normal panniers. I'm not completely sure since I've only used homemade panniers, but they are basically the same.
