Back in the 70s my 27" tire ran at 70 lbs.
I had a Clubman, a 2010 in I remember correctly. It came with 25mm tires, would fit 28s with fenders, and 32s without fenders. Any larger than that and you had interference from the brake bridge.
Probably cable tension. When I have the tension wrong second gear is usually the one that acts up. I've found the procedure on this page works better for me than the official SA procedure.
