I can tell you that I once owned a Liberia, complete gas pipe bike, but similar looks in the lug department.
Heck, my modern Mavics get a little sketchy when I'm trying to haul it down in the rain, cant imagine the steel.

I don't suspect any part of the bike, but the action of riding is the real culprit. Some people can't eat within X minutes of physical activity, I know I can't eat for about two hours before playing...

Just IMHO, I put the Cambium c17 on my touring/ commuter, and it was comfortable on day 1. Very good in the elements too.

At least it's a threadless steerer, so you can swap a few lengths and see what works/doesn't. Do you ride on the hoods? Tops?
Were you fit on the bike? Saddle looks pretty far back on the rails.

I have XL DeMarchi, Castelli, and Bellwether. Castelli is very snug but not impossible to ride in. I'm 6'5" 220.

The tires alone are ~80 bucks alone if they are in good condition. Not that I would sell them for $80, but If i was going to refinish this bike and sell it, I would swap those out.
